Ciprian Paun – speaker at AmCham’s Regional Conference – Innovative Communities – Local Investments for Global Success
Ciprian Paun, Partner and Co-Head of NNDKP Cluj-Napoca office, participated in AmCham’s Regional Conference – Innovative Communities – Local Investments for Global Success, held on 25 May 2022 in Cluj-Napoca. The event is part of AmCham Romania’s regional initiative, aimed at contributing to increasing the country’s economic competitiveness through attracting sustainable investments in major cities in Romania.
Ciprian was invited to a roundtable focused on the topic “Techpreneurship: How do we export added value?”, moderated by Bianca Muntean of Transylvania IT Cluster. During his interventions, Ciprian spoke about the role that the legal and regulatory framework plays in supporting the Romanian entrepreneurial ecosystem.
He talked about the need for an agreement at the level of policy makers on a Fiscal Strategy for the IT area for a period of five years, considering that stability in the area of IT taxation sets the premise for development in the field and helps companies plan more efficiently. A common plan of action of policy makers that guarantees a fiscal status quo for the IT area for a period of five years will have positive consequences.
In addition, Ciprian discussed the necessity to amend Company Law no. 31/1990, in its current form, in order to meet the challenges raised by the financing mechanisms for start-up companies, through rounds of financing from business angels or private equity funds.
He also talked about the need for a legislative initiative that would regulate the creation of public-private partnership in the field of R&D, between research centers, universities and companies, for accessing national or European public funds from structural funds or the NPRR.
