Updates on the General Registry of Employees
The Goverment Decision no. 295/2025 on the General Registry of Employees – REGES-ONLINE was published on March 31, 2025, in the Official Gazette Part. I no. 279 (the „GD”).
Thus, the old General Registry of Employees (i.e., REVISAL) is replaced by the new REGES-ONLINE (the “Registry”), which employers must use to complete and submit details of individual employment agreements, including their conclusion, modification, suspension, and termination.
The GD introduces some important changes and requirements for employers, for example:
- Employers are required to enter and submit in the Registry information regarding the workplace (i.e., fixed/mobile), as well as the degree, type of disability, and the validity period of the disability certificate for employees with disabilities, no later than the day before the individual commences work;
- If the parties have chosen to use an advanced electronic signature or a qualified electronic signature for the conclusion, modification, suspension, or termination of the individual employment agreement, employers are required to create an electronic personnel file, in compliance with legal provisions on the archiving of electronic documents;
- Data related to the suspension of the individual employment agreement based on medical certificates must be submitted to the Registry within three working days from the date the medical leave certificate is recorded by the employer. Additionally, suspensions due to unjustified absences or major force must be reported to the Registry within three working days from the date of suspension.
The GD provides that employers must complete the registration process in the new Register within 6 months as of March 31, 2025.
Additionally, within the same timeframe, employers are required to complete and submit to the Registry all elements of individual employment agreements, active at the accessing date of the Registry, that are not already found in REVISAL (the current platform).
Failure to comply with these obligations will result in administrative fines, plus potential associated consequences.
New obligations for protecting individuals seeking employment abroad
The Goverment Decision no. 296/2025 for the amendment of the Methodological Norms for the implementation of the provisions of Law no. 156/2000 regarding the protection of Romanian citizens working abroad, approved by Government Decision no. 384/2001 was published on March 31, 2025, in the Official Gazette Part. I no. 279 (the „GD”).
Thus, the GD establishes new measures aimed at protecting individuals seeking employment abroad, in order to prevent cases of exploitation or human trafficking.
To this end, employment agencies and labor placement service providers are now subject to several new obligations, including the following:
- the obligation to ensure that individuals traveling for work abroad have all the necessary documents and to inform them about any entry restrictions of the destination country, especially in the epidemiological context;
- the obligation to handle the conclusion of the employment agreement in accordance with the legislation of the destination country and to ensure the preparation of a copy of the individual employment agreement or the equivalent document in accordance with the legislation of the destination country, in Romanian, as well;
- the obligation to provide employees with accommodation that meets the general health and safety standards in force in the host country, in case the accommodation is organized by the employer.
Updates regarding the value of cultural, meal, and childcare vouchers
The Order no. 361/2025 regarding the establishment of the indexed amount granted in the form of cultural vouchers for the first semester of 2025 was published on March 20, 2025, in the Official Gazette Part. I no. 244.
Thus, for the first semester of 2025, as well as for August and September 2025, the amount granted monthly or occasionally in the form of cultural vouchers is a maximum of RON 220 /month and a maximum of RON 450 /event.
The Order no. 484/2025 for establishing the indexed nominal value of a meal voucher for the first semester of 2025 was published on March 28, 2025, in the Official Gazette Part. I no. 276. Thus, starting April 2025, the nominal value of a meal voucher cannot exceed the amount of RON 40.18 – this value will apply to August and September 2025, as well.
The Order no. 486/2025 regarding the establishment of the indexed monthly amount granted in the form of daycare vouchers for the first semester of 2025 was published on March 28, 2025, in the Official Gazette Part. I no. 275. Thus, starting April 2025, the monthly amount granted in the form of daycare vouchers is of RON 670.
